The Downey heads were also issued in the form of booklets. Each booklet containd 2 panes of the ½d value and 3 panes of the 1d value, with each pane consisting of 6 stamps. Each pane was seperated by an advertising page.

Individual panes were actually cut from larger sheets. These sheets were produced specifically for the creation of booklets and contained many individual panes. The panes were arranged both horizontally and vertically, with the horizontal panes inverted on alternate columns which resulted in some panes having inverted watermarks.

The Downey heads were also issued in the form of coils for use in vending machines. Continuous coils were made by cutting a normal sheet into individual columns and joining them together using the selvedge of the sheet.
